YouthPower2: Learning and Evaluation (YP2LE) is a five-year initiative funded by USAID and implemented by Making Cents International since 2019, aimed at advancing positive youth development (PYD) through evidence building, dissemination, and leadership in best practices. The program also offers technical assistance to USAID staff and partners for incorporating PYD principles into youth development activities. The Use, Utility, and Uptake Report summarizes findings from YP2LE’s final year, detailing progress toward medium- and long-term goals while providing insights for future USAID PYD initiatives.

This report draws on a mixed methods monitoring, evaluation, and learning (MEL) study, including feedback surveys from YP2LE Learning Network members, key informant interviews with USAID staff, and focus group discussions with implementing partners. Utilizing the Kirkpatrick model, the report assesses YP2LE’s impact across four levels—Reaction, Learning, Behavior Change, and Results—to evaluate the effectiveness of its activities, events, and products in fostering change in the youth sector. Key results from the study are highlighted to demonstrate the effects of YP2LE's work on PYD.
